If the College was unwilling or unable to significantly increase the number of student cars on campus, what do you think would be the best way to allocate these spaces? Below we provide you with a number of options and ask you to think carefully about these options. Please indicate how satisfactory you find the option.

Market allocation: At the current price ($7) the amount of people wanting parking spaces significantly exceeds the amount of available spaces. Using a market allocation mechanism the college would lift its restriction on student car use and simply raise the price of obtaining a parking permit until the amount of people wanting spaces equals the amount of spaces available. Note: there will be no increase in the amount of parking permits issued, they will just be sold to the students willing to pay the highest price.

Lottery allocation: Using a lottery allocation scheme all students wanting a permit would be entered in a draw. The “winners" of the draw would be allocated the parking permit. Note: there will be no increase in the amount of parking permits issued, they will just be allocated randomly.
Need based: This is basically the current situation. In this case students apply for a parking permit and are granted permits based on need and seniority.
Merit-based allocation: In this scenario parking permits would be allocated according to GPA. Students would be ranked (Sophomores, Juniors, and Seniors) according to GPA and offered parking permits until all permits are taken.
Merit based allocation with trade: This scenario is the same as above but students would be allowed to transfer ownership of their allocated permit. Following the initial allocation students would be allowed to give, sell or trade their permit to another student reporting the results of this exchange to Public Safety.
